There is no difference between creating a movie sequence from a video than there is creating the 3D rotation from a video.
Your video editing tools should be able to render or export frames to either JPEG or GIF formats, or you will need some other conversion tools to get the desired frames to these formats.
Once you have selected your frames, you can 'play' your video...
